The Department’s Correctional Complex’s philosophy is to not only house inmates but to also affect change in their hearts and minds to reduce the recidivism rate. According to a review by the Community Training and Resource Center, participants in GED classes and in Anger Management, Substance Abuse, Financial Planning, Life After Incarceration and Thinking for a Change programs had significantly lower rates of recidivism, helping them better able to find gainful employment and manage their financial matters. To enhance educational opportunities provided at the Complex, ECCF funds helped purchase program curriculum, books, videos and electronic equipment.
